They are functionally the same. As you noticed, the levers are different. I think the most significant difference is the throttle cable bracket. If you don't have the right one for a Vanagon, it's a pain to fabricate. Some cars have a bunch of junk attached to the pump for things like upshift lights and cruise control. If you have any specific questions, ask away. I have an '85 diesel Golf and 2 diesel Vanagons in the driveway to compare.
