The only problem I've ever had was getting enough water to rinse my hair thoroughly. I guess I could be heating an extra gallon of water in my big bean pot while I'm bathing. State parks in Texas have seasonal rates as low as $7.00 a day, if you can live without sewer and electric. There is also a $3.00 day pass that you could use to just get a quick shower. All sites have water. These are Tent sites and RV sites are a little more but I've always gotten discounts because every Park has sewer services that are broke and they'll discount these sites down to about $8.00 from $12.00. I'd say get the Missouri Parks guide and see if any of the good services parks are geographically desirable to your requirements. You can use a 750/1500 watt Holmes electric heater and get everything pre warmed. $19.95 WalMart. I use a down filled sleeping bag and have awakened to 20 degree outside temp. It takes a few minutes for frontier man to kick in but I always manage to cook up something while the coffee is brewing.
