Took a short drive today (to the dentist), some quick results:

1) No wind to speak of. 2) All outlets closed except for the dash side vent on drivers side.

At 50 mph, turning the fan on high resulted in (subjective) doubling of airflow through the single vent. Slight increase on medium. No effect at low. At 60 mph (only had a few seconds), easy to make the internal flaps clack by turning fan on abruptly; definite increase in flow through single vent but not double. Never got to 70, didn't have a long enough run-up distance.

With floor vent open differences were not so obvious...
