The controller on the vans with that panel (pre '86?) is mounted on the cabin wall, above and forward of the panel (near the ground connections). There is also a relay there, I think it may be the X-contact relay. Anyway, it's a real stinker to get at with the dash installed. I think you can see it if you take the instrument panel cover off and shine a light to the left down inside -- it's the one with "43" stamped on it in white. I think someone recently removed it by taking out the fresh-air grill on that side and working through the hole -- don't think it was the defroster outlet, that's way to small to get a hand in. The socket you pointed to is what used to hold the key buzzer until someone removed it.
