Don't try it with the engine running, messes up your lock nuts, adjusting screws and you don't know where they're set. Get #1 to TDC by turning the engine until it is up on compression stroke. You can use a screwdriver , soda stray anything small enough to go through the spark plug hole to tell if it at the top. Set both #1 intake and exhaust. Turn the engine until and set the next pair of valves and so on until all are set. After setting the valves the engine may be noisy for as long as 15 minutes and it may be hard starting. Give you starter some breaks if it doesn't want to start right away. It is best to install new valve cover gaskets when you do this job.
