You can use the 2.1L heads on a 1.9L as long as you replace both. So your best best would be my Kolbenschmidts.

I do have actual 1.9L heads also (for someone who needs just one), but they're a bit more expensive and are AMC rather than Kolbenschmidt, so it wouldn't make sense to get them unless you only need one head.

A third option is that I also offer rebuilt heads for about $100 less than new (plus core deposit).
