When I had my 1974 Fiat X1/9 it had very interesting bumpers. Each bumper, front and rear, had two tubular collapsible buffers. They did not spring back but just collapsed under force thus absorbing shock. Once hit they had to be replaced (which I never bothered to do).

The result of hitting something with such a bumper would depend on your speed, the speed and weight of the thing hit and whether the thing hit also had such a collapsible bumper. Too many variables to able to predict without extensive destructive testing IMHO.

Bumpers dont need to be heavy, they just need to be capable of absorbing shock. A strong heavy bumper will just transfer the shock to the entire vehicle.
