I had something similar on my '74 Westy when I bought it 12 years back.

There was a metal frame that slid down into the tubes on the bumper. The frame was held in place with the slide pins that most hardware stores carry. The bikes were held to the metal frame with red hooks that were bolted through the frame. The hooks had 2 bends in them where you would hang your bikes. This was not a very impressive setup, but it worked. I have seen other bike racks use this same style of hook, and would think it was a common item.
