Brad,

The bike rack you are describing sounds a lot like a Graber or Hollywood rack. Very common a few years back with the Winnebago crowd. You should be able to walk into just about any bike shop or RV store and purchase replacement parts. However, the parts will more than likely cost more than buying a new rack.

Another option would be to visit Home Depot or Lowe's and look in the "storage solutions" isle. Last time I was there, I think I recall some plastic coated hooks that resembled the Graber ones. You will have to improvise on how to secure the bikes to them, though.
