Gary,

I wouldn't recommend digging into the electronics of a Vanagon without a reliable manual. Bentley or Haynes ( or both ).

The Idle Speed Stabilizer is behind the right tail light and is just mounted with a hanger as I recall. I dont think there are any screws holding it in place once you have the tail light out of the way.
