Though I have't worked on one personally, I looked at an EV that had a similar problem. The owner had told me that the voltage regulator had been replaced once (this is an IC on the back of the dash gauges), and that had fixed the problem for a while. I suspect this is similar to the 5 volt regulator installed in the instrument cluster on the Vanagon.
