I had the same problem for the past two years until I've fixed it. It now start right up anytime I want it. Total cost of the repair: 2.90$ canadian. You have to had a relay 30-40 amps near the stater ( in the engine bay ). Plug the big red wire comming from the battery to the starter on your relay. Another wire going back to the solenoid and the wire comming from the ignition to the relay. Finally ground the relay.

I'm wondering why volkswagen didn't put that relay. With age, the wiring become weak and the relay always gives you perfect current comming from directly from the battery. Try this before changing any costy parts.
