Bob, On my 88 vanagon (2.1L without AC), the only time the fan would go on was when sitting in bumper-to-bumper trafic on a warm day. As soon as the van started moving, even slowly, there was enough airflow over the radiator to keep it cool without tha fan. I haven't owned the 86 westy (2.1L without AC) in warm weather yet, but so far it seems to behave the same way. On the 1.9L vans (no AC either), the fan almost never came on.
