no, not electrical wire.. it is a black colored 1/8" thick solid metal wire, BenT in the shape of a "T" or something, that supports the bottom of the seatbelt, spaces it away from where it is bolted to the seatpedestal on the carpet. on both sides, driver and pass. like a spacer or something..ive seen them on a few late model vanagons.. anyone know??? chris
