The wafers of the lock have frozen and/or worn grooves in the tumbler housing. Take apart the lock and clean its innards of all crud and corrosion. Use care as the wafer springs are one level above wristwatch scale. When all has been cleaned and put into so semblance of order, lubricate the parts with graphite. Try to get the keyway cover to close as tightly as you can. If some of the wafer springs have rusted into oblivion, just spare their location and run with a lock with fewer wafers. I won't tell any gas thieves that your security has been compromised.
