" It seems it more of a coating than a paint job on the panel." Oh you are so right, the rust when found runs so deep, its useless to try to treat an isolated spot. Ive found the only way to restore this panel is: 1) Remove panel and use paint remover to scrape ALL of the old paint off. 2) coat the bare metal with an acid etching rust converter 3) Degrease 4) paint with POR-15 paint-(follow the instructions) 5) lightly sand with 200 grit (take the shine off) 6) Top-coat with enamel of your choice.(id use epoxy) Should last another 10-15 years or until we are forced to turn in our smog-mobiles for ozone safe flying saucers.
