Sorry, Tim. I did not follow this thread. However, as far as out-of-state vehicle registration in the land of Vanagon-a-plenty (California), you are correct in that any vehicle with the proper EPA approved emission equipment (with a 50 state tag) can be registered here with no problem. Although the seller is REQUIRED to provide the smog certificate, they are not necessarily responsible for paying for it. There is no longer a "smog impact fee" imposed on out-of-state vehicles. IIRC that was found to be unconstitutional. Oh yeah. No carbs allowed unless it's pasta.
