If these puddles are in the footwells on both sides then I would say that your side window seals are bad. They are letting water get down inside your driver and passenger side window, down into your front doors, and then into your foot wells. I have seen this happen before and I occasionally have this on my '90 GL as my front door window seals are totally shot (I have all new gaskets to put in but just haven't had the time). I think this is the reason why you have the footwell rust thing going on in some not too old vans.

The window seals in my '91 Carat were bad. I would say that most of the vans that come in here have shot window seals. Besides the hideous wind noise, here is another reason to replace them.
