I personally think that it might be, although the 16v head has the intake manifold etc.on the opposite side from a TiiCo. You'd have to raise the engine cover for sure, and probably be pretty clever with other areas of making it fit. I own a Jetta GLi 16V (same engine as your Passat) and a TiiCo engined Vanagon. Though the common opinion is that the 16v doesn't Make enough low end torque, I disagree. My Jetta has a chip and a sport exhaust from Techtonics. It makes enough power and torque to break the front wheels loose when the throttle is buried in 2nd and 3rd. That's got to be enough to move a Vanagon around.
