According to 80.13 in the Bentley, the point of adjustment seems to be in the dash. Check above the spare tire first. You may find that the arm on the valve is going all the way to the "closed" position but the hot water is still circulating. In this case you probably need to replace the valve. Have fun. I don't see this van in your signature file!
