It should not have the "silver canister" before the pump. Some have the plastic before, some have just the large metal canister after the pump, some have both. Maybe this is the problem?

Look around salvage yards and pick up a spare pump. Most times I get them for about $25.00 You can also run a pressure test on your pump, see Bentley or Hays for the numbers.
