You can buy the paint separately. I get skeptical when the marketing for a product claims one can just paint over rust and be done with it. (The POR in POR-15 stands for Paint Over Rust, BTW). The POR-15 instructions are very clear that the etcher must be used BEFORE using the POR-15 paint. I don't think the etcher "pre-rusts" the metal at all, FWIW. It's an etcher. I'd be pretty confident there isn't any voodoo mojo in it. I'd bet it's just like any of the other etchers one can buy in any auto body supply (FLABS) store in the world. But hey, I could be wrong. Whatever's in the stuff, it's tough, and it's worked very well for me. Watch for that voodoo mojo.
