As has already been said, these lights are the same as the inner lights on a
VW cabriolet rabbit or Golf (until the late 90s).  They are meant to be used
as additional light for your high beam.  In other words, when you turn your
high beams on not only do your outter high beams come on (what you have now)
but also these inner lights come on giving you an even brighter high beam.
Of course they are aimable and you can do whatever you want with them (use
them for foglights or running lights, etc.)  Just please aim them down so
they don't blind on coming traffic.  I have these SA grille kits available
for $295 if you want one.
