Lake Powell NRA ( or is it Glenn Canyon NRA) is one of those areas that prohibits
plastic bag toilets. They even have floating toilets and pumpout stations on the lake.
They started this a few years ago due to serious water pollution, and it's not just
from boaters. All that "stuff" up in the bushes in the side canyons runs down into the
lake every time it rains.
