When I removed my luggage rack I was amazed by the amount of sludge in there, and also amazed that it hadn't rusted yet. One way you can prevent all that gunk from getting under your rack is to buy some small, round plastic screens, which are used in hoses and/or faucets, and crazy glue them to the underside of the five drainage holes of the luggage rack. They are convex, so they will form a little "dome" and make it impossible for all but the tiniest bits of stuff to get in. I bought my screens at Academy for a few bucks.
