I'll take a shot in the dark, here.

I believe that the fuel pump should be constantly powered,and will cycle on and off if no fuel is required (as at startup).

The problem seems to be that the injectors are locked open. Check for a bad signal to the injectors. I've had this happen myself once, but it seemed to fix itself - no repeat over another 50K.
