Hi,

If the temp gauge reads high on an engine truly at "normal operating temperature" it can only be the following:

The voltage stabilizer is suppling more regulated voltage than needed. The stabilizer regulates the gauge voltage from available voltage to ~9.5V to 10.5V. More regulated voltage = a higher temp reading.

The new coolant temp sensor is out of specifications (resistance too low)at normal operating temperature. too low resistance at hot idle allows too much current to flow thru the temp gauge resulting in a higher reading. To verify that the full hot sensor ohmic value is correct, check another proper operating sensor resistance value when the thermostat opens at full hot.

Remember that the hottest Vanagon coolant temperature occurs at engine idle when there is NO ram air to cool the radiator. The longer you test and troubleshoot on a standing vehicle, the higher the coolant temp!
