Not really - you could do a vin check with the registration department, figure out the most recent mileage, and kindof average the mileage per year since then...

If he's happy with the van, and it checked out OK, keep it and fix the odometer. If not, get his money back.

It seems to me that mileage is somewhat irrelevant between 75K and 200K. It all depends on how much care has been taken with it.
