FWIW, all the titles to my cars require that I certify the mileage to be correct, and if its not, I have to put in an estimate. I realize I can lie if I choose, but you gotta trust something.

Not so much to help with this problem, but are there such requirements for all title changes, in other states? Mine is in Utah.

I guess that would be how the DMV can track the history?

Seems to me if the odometer was broken, the salesman would have to report that on the title.

IMO, if the van runs well, and you are happy with the deal you got, call it good. Mileage can mean everything, and it can mean nothing. Maintenance is more important, that's why our Vanagons keep on ticking, heading for a quarter million miles. I've seen some cars die at 85,000 miles because no one took care of it.

Anyway...... just one man's opinion. My ex never listened to me, so why should you? :-)
