That little guy is spot-welded onto the brake backing plate, so at this point you might's well keep twisting until it comes loose -- you've already twisted the weld. You can re-weld/braze or not as you like, the weld basically keeps the part from getting lost in the factory. Either way clean up the place where the weld came apart so it will sit flush. The pin is a dowel pin, drive fit in both pivot and hub.
