Peter's may be, but there are at least 10 people, including myself (probably more) who can't get their TiiCo powered vans smogged in CA because the CARB referee looks at the fuel injection and sees that the ECU in these vans was never offered on a vehicle in the US and therefore has no EPA certification. CARB says, "You have a gray market vehicle. Go to a testing center and let them have your van for testing to see if it can be EPA certified."

Peter's was one of the first, so I assume that they just saw the VW symbol on the ECU and assumed it was a US spec vehicle and let him and a couple others slide. After a van that was previously a gross polluter tried to get CARBed with a TiiCo, it set off all sorts of alarm bells and they started looking very closely at ALL parts of the conversion. This has railroaded the rest of us. Peter states he is currently working with CARB to get an EO (Executive Order) number for this kit just like what was done for the Eurospec conversion. Also, Peter states he has stopped selling these kits to CA residents until the EO number comes through.
