Yes, from what I have been told this kit is actually what is provided at the VW of SA dealerships to convert any waterboxer Vanagons that may still be in South Africa over to the in-line 4. As far as the kit being complete, in a way it is and in a way it isn't. Let's just say that you could take all of the parts that come in the kit and use these to install the engine on an '86-91 Vanagon and you might only have to buy a few extra pieces of coolant hose, some fuel line hose, and some clamps. If you bought it for the 83-85 Vanagon you would need to buy some more parts like muffler, muffler carriers, etc. However if you really want to do a professional job, there are modifications that you can make to the kit (like adding an oxygen sensor), replacing fuel injectors, etc. These pieces aren't in the kit. And no one ever claimed that it was perfect. Even VW has recalls, or items people find that can stand improvements. It is the best conversion "kit" out there right now for the money. Much more complete than getting some diesel parts from a guy and going to the junk yard, not as complete as buying a '02 Eurovan from your local and friendly VW dealer :) Hope this answers you questions.
