The purpose, I believe, is to help coolant from the radiator to circulate at a lower temperature at start-up, for emissions sake.

WHY? Now I am really curious... why would this really be the case? If there is no real cooling going on after engine is off...Or is this just controlled by temperature anyway... and isn't really supposed to be serving that "cooling after engine off" purpose anyway.... hmmm

I think I answered my own question. The fan blows on the temp sensor/switch so that the switch will cool down, allowing the fan to then turn off. Starting to sound a bit like artificial intelligence to me... scarey.
