It is controlled with a thermostatic switch. As long as the radiator is hot it will operate until the switch neutralizes, That sometimes takes a while because heat keeps coming up into the radiator. IE Heat rises even in antifreeze or water and the radiator is higher than the block, the engine thermostat also neutralizes and then the heat flow should stop. Even on new BMW or Mercedes with electric radiator fans, they run after the engine is off.
