The only thing that I'd guess is that there are more complexities to tire construction that just the number of plies. Perhaps the size or density of the individual cords is different?

While I sometimes don't have a lot of faith in our government, I tend to trust them to regulate safety-related issues, such as tire construction, so if the tire manufacturer says that a tire is load rated at 1800 lbs., it most likely is, and if another tire says 1400, it most likely is not the correct tire to be putting on a nearly 3 ton vehicle. If the tire manufacturers aren't afraid of the government, there's always the lawyers to contend with!
