If you have a Marshall regulator it has a pop-off. However if the pop-off
is activated from too much pressure it craters the regulator and will not
function any longer.
LP fuel will sometimes linger so that smell might just be temporary.
I get a slight leak when I back off my valve to the open position until
it hits the stem seat. When I close it I get the same minor leak until it
reaches the closed seat. I had my valve assembly off the van but chose
not to replace the stem seals because the leaking is very minor from full
open to full close.
I think you should wait a few says and see if it leaks down any.
The only thing that I can think of that might cause a leak like you
describe is a cracked or worm seal on the valve stem.
If you're getting liquid from the bleeder then you are most likely full.
Always open the valve fully and close it fully. There are no intermediate
positions.
