I think the idea is that in FOG you need a bright light to be seen. A
regular tail-light wattage bulb won't do.. I've seen Volvos with their
rear foglights operating, and it looks the same as the brake-light in
brightness - and yes it is annoying when it is not foggy.

In any case, I have both an American and European rear light. The
European has an installed reflector and a different pattern on the lense
that has the fog light. A number of the lenses have different patterns.
The turn signal for example.
