Sounds to me like you are getting as good as you are going to get.  My 90
Carat 4 spd. can get 19 on the highway with no AC.  Mixed driving is 17-18,
and city driving drops you to 15-16.  I've replaced most everything -- and
the new fuel injectors helped a lot, too.
