That's something that falls under the 'idiosyncrasy' label. My Vanagon, Rabbit, both Jettas did the same. My friends with 80's VWs confirm same. I'm sure someone here has a 'fix' for it, but for the most part I simply adapted to the way the gauge reads gas level.
