i forgot to mention that these are '89 and '90 vanagons.

the '90 has a pop top and the '89 does not.

in that respect the over head air conditioning ducts are very different but the dashboard ducting should be the same...perhaps not.

in other words, if no one on this list with a pop top is getting ventilation or air conditioning through the two dashboard vents on the driver and passenger sides regardless of the lever positions i will consider the case closed.
