Welcome to the list. I'll see if I can answer a couple of your questions below:

This fan is controlled by a temperature sensor somewhere and should run (if the engine has reached the correct temperature) even without the keys. Not having this fan working is DANGEROUS to your engine, and will potentially cause overheating!!

There are parts inside of this "cube" which can be replaced (they wear out), but your problem is most likely that the linkages need to be adjusted. (the "sticks" as you called them). There are a couple of places for adjustment, and it cannot really be addressed in a simple e-mail. If you get a copy of the Bentley Manual (available at many book sellers) it will help by describing the process for this adjustment.

"D" stands for diesel. The 1600 is a four-cylinder diesel (at least here in North America).
