My TiiCo runs just above the LED on the gauge as well. However. I have VAG-COM and can pull the sensor numbers right from the ECU. So far, the ECu is saying that my bus is running at a near constant 100 deg. C. (212 deg F) This seems rather high IMO, plus, I have a switch (actually, the original hear seat heater switch) rigged so I can control the rad fan with it (through a relay, of course). It's been a while since I pulled numbers from the ECU, but I don't think running the fan made a difference, even with it running almost full time. This leads me to believe I have some sort of blockage in my radiator. I have a replacement sitting in the garage, I just haven't had the time to replace it yet.
