All wheel drive vehicles are exempt from dyno-smog testing. However it will have to be smogged at an enhanced station by the current owner. It will just be an idle and 2500 RPM test. Once someone buys and registers the vehicle in a basic area then it can be smogged at a basic smog station.

If everything is working correctly a Syncro should pass smog no problem. Many that don't pass have the cat gutted out. The seller needs to pay someone to diagnose why it won't pass and then have it repaired. In CA the SELLER is responsible for smogging the vehicle no matter how much it costs.
