I don't think I've ever seen one (official tether mount).  I usually use the
anchor bolts provided by the manufacturer of the carseat.  I have retrofit both
our GL and Westy 1985 with shoulder belt(s).  Here is a link to the part numbers
and directions, but your dealer should have directions as well.

I'm sure you could pay your dealer to retrofit, but it is simple (and I'm the
female in the family - loud gasps surround the vanagon list - they've been
INFILTRATED!!) :)

To further shame you into retrofitting - I did it 9mo pregnant with baby #4.  :)
