I had always understood that new cars are safer because they do, like you say, fall apart by design. Are there not advantages to that approach rather than merely building the toughest tank on the block?

We're all talking about protecting people before protecting property, right?

If I'm missing the point, i'm blaming it on working on my thesis for the past 40 hours.
