It is NOT an oil filler tube, but it DOES have to do with the oil.

It is the oil breather tube, and it connects to the Air Flow Meter, with a small heating element inside the tube to evaporate any moisture that may be in there.

It is basically the way the engine and oil are integrated into the air/vacuum system.
