If you confirm that gas is indeed reaching the combustion chamber, then it could be your system isn't getting enough air for combustion.

Forget the Mickey Mouse air pump on the fridge and use a foot pump instead, to inject air into the combustion chamber through the drain tube which exits under the fridge at floor level. Unscrew the drain cap and connect an air pump with a flexible hose. Pumping air with the foot pump while pressing the igniter button works the first time, every time, for me. When the green fridge light begins glowing, keep pumping gently for about a minute, until the thermocouple warms up, then cease pumping.

Despite regular fridge maintenance, my Westy's fridge became a "hard starter" after years of trouble free starting. Intensive trouble shooting didn't uncover the problem, so, as a last resort, I used this foot pump method suggested by a listee and have been using it every since.
