In Utah, you need proof to register, and then you can just cancel the
insurance. The kings and the queens raised a few taxes and fees to create
a database of drivers that's supposed to interface with the insurance
companies, so if you do cancel, it flags you and you will be contacted and
forced to get insurance.

As usual, they spent all their time and our money on the front end, making
it nice and shiny, but they have failed on the 'chasing down and
penalizing' portion, so there are still tons of uninsured motorists
running around who sign up, register, and cancel. Its a great system.

There is way too much slop in our legal system. I think one gets about
three or four notices before any action is taken. When someone cancels
their insurance, they should get one chance to explain and deal with it,
or go to jail. I am quite weary of people skirting the system and causing
me to pay for it.
