Depending on which "coolant level control unit" you have, IT can cause
the temp needle to rise all the way if it is trying to signal that it
has detected a low coolant level in the main tank. Normally it would
also cause the led to flash if the led is working. Does it flash when
the needle reads very high? Does it always flash for a few seconds when
you first start the engine as it should?

Sometime during 1985 model year Vanagons a new version of the coolant
level low  warning control unit was fitted. The 2 types behave
differently but can be used interchangeably. The newer type does not peg
the needle when it detects a low coolant level. It only flashes the led.

The old type stops flashing as soon as the level goes up but the new
type keeps flashing until the engine is turned off, even if you fill the
tank.
