I sure wish this was the case here in California! Since when are 2
additional headlights considered "low beams"? More candlepower = more
light at the oncoming traffic. Don't care how "down" they are
pointed, some additional light is thrown at oncoming traffic.

seeking comments about glare produced by lamps mounted on the front of
vehicles for nighttime use. These lamps include: lower and upper beam
headlights, fog lamps, driving lamps and auxiliary lower beam headlights.

Over the past couple of years, NHTSA has received several complaints
from consumers about glare produced from these headlights.  If you are
interested in providing comments that would help NHTSA find some practical
and effective solutions to glare issues, you can find the public notice at
http://nhtsa.dot.gov/cars/rules/ruling/glare.html.  The notice has several
questions that will help NHTSA reach a safe solution for the American
